Dr.
Lawrence Scheinman - Distinguished Professor, Center for
Nonproliferation Studies, Monterey Institute for International
Studies
Dr. Scheinman has been involved in nuclear-related
matters as an academic and as a government and international
organization official for 35 years. Most recently, he
was the Assistant Director of the United States Arms Control
and Disarmament Agency (ACDA) for Nonproliferation and
Regional Arms Control. Prior government service includes
Counselor for Nonproliferation in the Department of Energy,
Principal Deputy to the Deputy Under-Secretary of State
for Security Assistance (Carter Administration), Head
of International Policy Planning, Energy Research and
Development Administration (Ford Administration) and Senior
Advisor to the Director General of the International Atomic
Energy Agency (IAEA) (1986-1988) -- all of the above while
on leave from his position as Professor of Government
(International Law and Relations) and Associate Director,
Peace Studies Program at Cornell University. Dr. Scheinman
also has been a tenured member of the faculties of political
science at UCLA and of the University of Michigan, from
which he earned his M.A. and Ph.D. He also holds a J.D.
from New York University School of Law, and is admitted
to practice before the Bar of the State of New York. He
has published extensively in the fields of nonproliferation,
arms control, and international nuclear cooperation.
